Children’s toys distributed in Indonesia are subject to mandatory compliance with the Indonesian National Standard (SNI). For businesses that require a faster and more flexible certification route—particularly importers and companies distributing toys in limited quantities—the SNI Type 1n certification scheme is commonly used.

SNI Type 1n is a product-based certification system that focuses on testing product samples without requiring a factory or quality management system audit. This article explains what SNI Type 1n certification is, who it is suitable for, the application requirements, the certification process, and the expected timeline.

What Is SNI Type 1n Certification?

SNI Type 1n is a certification scheme under the SNI framework that evaluates compliance based solely on product sample testing. Unlike system-based certification schemes, Type 1n does not assess the manufacturer’s production process or quality management system.

Under this scheme, certification is issued for a specific batch or shipment of products, making it particularly suitable for imported children’s toys, trial market entries, or non-continuous production runs.

Who Should Use SNI Type 1n?

SNI Type 1n certification is generally appropriate for:

  • Importers of children’s toys

  • Distributors handling one-time or limited shipments

  • Businesses conducting market testing before large-scale distribution

  • Products that do not require long-term or repeated certification

Because the certificate is limited to a specific batch, businesses with ongoing production or frequent imports may need to reapply for certification for each shipment.

SNI Type 1n Certification Process

The SNI Type 1n certification process follows a structured sequence managed by an accredited Product Certification Body (LSPro).

  1. Certification Application

The applicant submits a certification application to LSPro, accompanied by the following documents:

    • SPPT SNI application form

    • Brand certificate or trademark registration

    • Product specifications, including HS Code, age grading, electrical or non-electrical classification, raw material composition, and product photos

    • Importer appointment letter from the foreign manufacturer (for imported products)

    • Company legality documents, such as the Deed of Establishment, Business License (SIUP), Importer Identification Number (API), and other relevant permits

    • A letter of guarantee stating that the toys will not be distributed during the testing process

Accurate and consistent documentation is critical, as discrepancies at this stage may delay or halt the process.

  2. Application Verification

LSPro conducts an administrative verification to confirm:

    • The applicant’s identity and legal status

    • Validity of business licenses and importer permits

    • Trademark ownership or authorization

    • Completeness and consistency of submitted documents

Only applications that pass this verification stage may proceed to product sampling and testing.

  3. Product Family Determination

Before sampling, LSPro determines whether products can be grouped under a single product family. A product family must share the same:

    1. Brand

    2. HS Code

    3. Age category (under 3 years or over 3 years)

    4. Main function (electrical or mechanical)

    5. Main raw materials

    6. Test parameters

Correct product family classification helps optimize testing scope and costs.

  4. Product Sampling and Testing

LSPro representatives collect product samples from the factory or the loading port. The samples are labeled as LCU (test samples) and sealed to ensure integrity.

Testing is carried out at an accredited testing laboratory in accordance with the applicable SNI standards for children’s toys. The tested samples must be identical to the products intended for distribution.

  5. Product Sample Assessment

After testing is completed, the laboratory issues a test result report. If the product meets all applicable SNI requirements, the process continues to certification decision.

If the test results do not meet SNI requirements, a repeat test may be requested. Failure to comply after retesting will result in rejection of the SNI certification application.

  6. Certification Decision and Issuance

LSPro conducts a panel review to evaluate all documentation and laboratory test results. Based on this review, LSPro decides whether to approve or reject the application.

If approved, an SPPT-SNI (Certificate of Product Use for the SNI Mark) is issued, allowing the certified batch of children’s toys to be legally distributed in Indonesia.

Timeline for SNI Type 1n Certification

The typical timeframe for SNI Type 1n certification is as follows:

  • Application review: 2–5 working days

  • Product sampling: 1–2 days

  • Laboratory testing: 7–10 days

  • Certification decision and issuance: 2–5 working days

Total estimated lead time: 12–22 working days, depending on product complexity and document readiness.

Key Considerations for Businesses

While SNI Type 1n offers a faster certification route, businesses should be aware of its limitations:

  • The certificate applies only to a specific batch or shipment

  • Re-certification is required for subsequent imports or production runs

  • Any change in product design, materials, or specifications may require new testing

For businesses planning long-term distribution or continuous production, a system-based certification scheme may be more appropriate.

Conclusion

SNI Type 1n certification provides a practical and efficient pathway for complying with Indonesia’s mandatory SNI requirements for children’s toys, particularly for importers and businesses handling limited shipments. By understanding the process, documentation requirements, and timelines, companies can better prepare for certification and avoid unnecessary delays or compliance risks.

Early planning and accurate product classification are essential to ensuring a smooth SNI Type 1n certification process and timely market entry.
