Unlike product-based certification, SNI Type 5 is a system-based certification that evaluates not only product conformity but also the manufacturer’s production process and quality management system. This article explains the scope of SNI Type 5 certification, who it is intended for, the certification requirements, the audit and testing process, and the expected timeline.


What Is SNI Type 5 Certification?

SNI Type 5 certification is a conformity assessment scheme under the SNI framework that combines product testing, production process evaluation, and quality management system audits. Certification under this scheme demonstrates that a manufacturer is capable of consistently producing children’s toys that meet applicable SNI requirements.

Once approved, SNI Type 5 certification is generally valid for three to four years, subject to periodic surveillance audits. This makes it suitable for businesses seeking long-term regulatory certainty and stable market access.


Who Should Use SNI Type 5?

SNI Type 5 certification is recommended for:

  • Manufacturers of children’s toys

  • Brand owners with continuous or large-scale production

  • Companies planning long-term distribution in Indonesia

  • Businesses seeking a single certification valid for multiple production batches

Compared to Type 1n, this scheme involves higher initial investment and longer processing time, but provides greater regulatory stability.


SNI Type 5 Certification Requirements

Applicants for SNI Type 5 certification must submit a certification application to an accredited Product Certification Body (LSPro), supported by comprehensive documentation.

Key requirements include:

  • SPPT SNI application form

  • Brand certificate or trademark registration

  • Detailed product specifications (HS Code, age grading, electrical or non-electrical classification, raw materials, and product images)

  • Company legality documents, such as Deed of Establishment, Business Identification Number (NIB), and relevant business licenses

  • Importer appointment letter, if applicable

  • A letter of guarantee not to distribute products during the testing process

  • A valid ISO 9001:2015 Quality Management System certificate

For imported products, a quality system certificate issued by a Quality System Certification Body (LSSM) in the country of origin is required, provided it has mutual recognition with the Indonesian National Accreditation Committee (KAN).


Application Verification

LSPro conducts an in-depth verification of both administrative and technical aspects of the application. This includes reviewing legal documents, trademark ownership, contractual agreements, and the scope of certification requested.

At this stage, LSPro also evaluates factors such as audit coverage, communication readiness, and local language support, which are important for conducting effective on-site audits.


Product Family Classification

As with other SNI schemes, products may be grouped into a single product family if they share the same:

  1. Brand

  2. HS Code

  3. Age category (under 3 years or over 3 years)

  4. Main function (electrical or mechanical)

  5. Main raw materials

  6. Test parameters

Accurate product family determination is essential, as it affects the scope of audits, testing, and future surveillance activities.


Quality Management System Audit

A key component of SNI Type 5 certification is the Quality Management System (QMS) audit. During this stage, the LSPro audit team evaluates the manufacturer’s quality management documentation and implementation against SNI and ISO 9001 requirements.

If non-conformities are identified, the manufacturer is required to implement corrective actions within a maximum period of two months. Certification cannot proceed until all critical non-conformities have been adequately addressed.


Product Sampling and Testing

Following successful verification and audit preparation, LSPro conducts product sampling at the manufacturing site or designated location. The samples are labeled as LCU (test samples) and sealed.

Testing is performed by an accredited laboratory in accordance with applicable SNI standards for children’s toys. Test results are evaluated to confirm compliance with safety, mechanical, chemical, electrical, and other relevant requirements.


Product Sample Assessment and Certification Decision

After laboratory testing is completed, LSPro reviews the test results together with audit findings. A certification panel meeting is held to determine whether the application meets all regulatory and technical requirements.

If approved, LSPro issues an SPPT-SNI certificate, authorizing the manufacturer to apply the SNI mark to certified children’s toys. If test results or audit findings are unsatisfactory, corrective actions or re-testing may be required. Persistent non-compliance will result in rejection of the application.


Validity, Surveillance, and Timeline

SNI Type 5 certification is typically valid for three to four years, subject to annual surveillance audits to ensure continued compliance.

The general timeline for SNI Type 5 certification is as follows:

  • Application review: 2–5 working days

  • Quality management system audit process: up to 2 months

  • Product sampling: 1–2 days

  • Laboratory testing: 7–10 days

  • Certification decision and issuance: 2–5 working days

Total estimated lead time: 30–60 working days, depending on audit readiness and corrective action requirements.
